Trust volunteering staff structure - I've often been asked about this, as of the end of September 2017 the structure looks like this (extracted from a briefing document for volunteer lock keepers.)
Waterbirds.
If you find an oily/injured/sick waterbird, call 01932240790 for the Swan Sanctuary or 0300-1234-999 for RSPCA emergency.For suspected Avian Flu: "Members of the public are encouraged to report dead wild waterfowl (swans, geese or ducks), or other dead wild birds such as gulls or birds of prey, to the Defra helpline on 03459 33 55 77. Defra will then test them to help understand how the disease is distributed geographically and in different types of bird."
